Can you show 0.02 using only tenth place-value blocks?

No because 0.02 is in the hundred thousandths not ten thousands

It is not possible to represent 0.02 using only tenth place-value blocks because 0.02 is a value in the hundredths place. The smallest value represented by a tenth place-value block is 0.1. Therefore, one cannot portray 0.02 accurately with tenth blocks alone.
