A physical change. Chemical changes yield a new element or compound. Steam is still water, just water in it's gas form :)

When water is heated and it changes to steam, it is a Physical change .
What is physical change?
Physical change is a type of change where the physical properties of matter change. It could be a change of state of matter, change in colour, odour, solubility, etc.
Chemical changes occur when a substance combines with another to form a new substance. In chemical change another substance is formed. For example , rusting of iron , burning of clothes e.t.c.
In physical change , the reaction is reversible. Therefore, if water changes to steam ( Vaporization) , it can be changed back to water( condensation).
Therefore the change of water to steam is physical change.

The change of water into steam when heated is a physical change because the chemical composition of water (H₂O) remains unchanged. It is reversible, as the steam can condense back into water when cooled. Physical changes involve changes in state, which do not affect the identity of the substance.
