The sociologist Max Weber said this of bureaucracy:

"From a purely technical point of view, a bureaucracy is capable of attaining the highest degree of efficiency, and is in this sense formally the most rational known means of exercising authority over human beings. It is superior to any other form in precision, in stability, in the stringency of its discipline, and in its reliability."

This position posits that a bureaucracy is an efficient method of exercising authority over human beings and is more "precise", "stable", and "stringent" in discipline than some other form of control. To agree or disagree with this claim would be to measure the level of efficiency of a a bureaucracy and also its ability to provide on the claims that Weber makes. In some countries bureaucracies can be marked by high efficiency and proper management of resources and individuals. However, in other countries bureaucracies can be highly inefficient and corrupt as a result of the resources which they control. The ability for a bureaucracy to succeed in its goals requires cab able technocrats, low levels of corruption, a strong rule of law, and other factors. Therefore, it depends on the bureaucracy and its implementation to determine its desirability.

While this structure allows for precision and reliability, it can also lead to rigidity and alienation among individuals.
