The President of the United States does not have the power to convene Congress nor the power to draft legislation explicitly. However, the President does often influence the writing of legislation, it is up to members of Congress to draft legislation. The President is however responsible for vetoing legislation.
The power not specifically granted to the president is C. Drafting legislation. While the president can recommend and suggest laws, the actual drafting is done by Congress. The president has other powers like convening Congress, vetoing bills, and serving as the administrative head.
