What happens if a bird sitting on a transmission wire touches both terminal wires? Why?

There are no terminals on the wire where the bird is sitting. If the bird wants terminals, he must move to one end of the wire, but he will find only one terminal there. The other terminal is at the other end of the wire, conceivably hundreds of miles away. No species of bird extant in the modern world can accomplish such a span.

Because the electrical current is activated

A bird sitting on a wire is safe as long as it only contacts one wire, which prevents current from flowing through it. If it touches both terminal wires simultaneously, it creates a circuit and risks electrocution. This occurs because current flows from high to low voltage, and the bird's body can provide a path for that electrical flow.
