Why does convection occur only in fluids?

Because the particles of a solid are not free to move, no matter how hot and buoyant they become.

Convection occurs only in fluids because their particles can move freely, allowing heated, less dense fluid to rise and cooler, denser fluid to sink. This creates a circulation pattern that transfers heat. In solids, particles are fixed and cannot move, which prevents convection.
